ISP content caching workarounds
If I need to refresh my page and/or stylesheet, and hitting Reload or even Shift-Reload doesnt fix it, I used to then clear cache. That's a pain if I really dont want to have to reload everything. And sometimes that doesn't fix it either. I think my modem or ISP may be cacheing content on their server.
Solution: Clear Session Cookies (e.g. available in FireFox's WebDeb plugin).
Similarly, if you're editing Articles and getting nailed by the Auth ID checks ("Forbidden Operation" when you save), it may be a similar problem. The page content is getting cached, and it contains an outdated Authorization ID. Sometimes reloading the same page in a new tab works (eg right click the Edit link and open in new tab).
Before you begin editing, hit Preview. If you don't get an error, you can edit and save. If you do get an error, the edit page was outdated and you'd have lost your edits when you went to save.
